i am on 10.6 snow leopard (as the majority of mac users in the next 2 month) and i have the same problem, and the preferences pane is opening in 32bit mode. (first i deleted the pref pane for the older one, redownloaded the new but the install keep failing)

i understand your frustration and i'am sorry but as you mentioned, several people cant sign.
this means that we are facing "several" problems maybe similar and maybe differents.
for us is impossible to figure what kind of problem each one of those users have. i tried to sign by myself this petition and it works.
i can suggest to :
-clear the browser's cache
-use a different browser (safari, firefox or camino)
-restart your router in order to change your adress ip
-look at your spam folder to see if the confirmation email is there
