Apologize for the confusion. The plugin is open source and free to use. The code will be made available; we are currently working on this.

Thanks for your interest in CustomWare products.

You can use non-licensed Salesforce JIRA plugin for evaluation. The license removes the "non-licensed instance" warnings under custom fields. Non-licensed instance does not reduce the functionality.
