I sold a juicy purse to on ebay and when the buyer received it, she filed a dispute on paypal immediately. She said the bag I sent her was not authentic and paypal granted to give her the money back. I contacted her and tell her if she send me my purse back i will give her the full refund. Howver, she emailed me and say paypal wants her to send the purse to paypal's fraudulent department and she will do so. So I stopped arguing with her. A month later and about just a week ago paypal closed the dispute and wants her to send my purse back before June 1st. She printed out the shipping label on the 29th online and was suppose to send it on May 30 as it states on the USPS site. But its already the 1st and the USPS site still says Electronic Shipping Info Received
which means she has not yet send out my purse. Since paypal only wants the tracking number to prove that she did send that package back, if she only printed out the shipping label online and never sends my item back, would she still gets her full refund? Also, if she did send me a package w/o my purse in it, who do i contact? Ive seen these horror stories online. Now im really need to send money to my friend oversea, if i just don't care about that purse and resolve the issue saying I have received my item back, would my limitation be lift?

I called paypal customer service to have an agency to review my account in order to have the limitation removed. However, the agency asked me to call Experian to verify my SSN. I call the number and it leads to an automated voice system which gives me the options of purchasing a Credit Report or managing my account, there was no option to talk to an actual human being. SO NOW WHAT DO I DO? Do I have to purchase a credit report from them? If so, which credit report do I purchase? I have one premier and one personal account. Im the holder of both account but the bank account registered under my personal account is my mom's. Would that affect anything?

My paypal account was locked permanently and supposedly I have to wait 180days to close my account, but one day paypal just sent me this email:

I've responded to all the information they wanted me to provide and did all the steps to remove my limitation. After 2months, its still showing "IN PROGRESS"

WHAT DOES THIS MEAN? DOES IT MEAN I CAN GET MY ACCOUNT BACK IF THE LIMITATION IS REMOVED?

I have a limited premier account that I used to sell/buy on ebay. It has been limited since April. I did all the steps to remove the limitation, however it shows its still being review by paypal.

Now, I really need a premier account to sell on ebay since personal account limits so much. Can I downgrade my limited premier account and upgrade my personal account to premier account?
