For me, it meant that the directory's permissions were set to 700 (read/write/execute for me and none for group and everyone else). I changed the permissions to 755 and the error went away.

I assume Apache can't serve a directory for which it doesn't have both read and execute permission.

I've been having this problem for a while. I don't get direct messages from Twitter, and my status updates don't post to Twitter. I want to talk to my friends, not just my location's feed.
