I am in the US and use Verizon. Texts to and from twitter appear as normal text messages - not premium ones - and are covered in my plan. AFAIK, this is the same for all US carriers.-

This feature is important for so many third party apps (like the unofficial facebook one). It being down like this has basically rendered my twitter account useless....
