Yes, what you described is consistent with my own experience.
The Twitter status blog at http://status.twitter.com also lists IM as being offline, so the problem is with the IM feature itself, not with your account.
I suggest you *don't* try removing your IM to re-verify it at this point, because you won't be able to.
Also, you may wish to follow the main "IM is offline thread" since Twitter is more likely to post updates there.

Yes, unfortunately, IM is still offline, so it's not a problem with your account, but rather a problem with the Twitter IM service itself.
You can see the status of the various Twitter services on the Twitter Status blog at http://status.twitter.com
Also, you may want to follow the main "Twitter IM is offline" thread since that has the most replies and is likely to be where further announcements will be made.

The Twitter IM bot is still offline as of now, so people who are trying to verify their accounts won't be able to. People with existing, verified IM accounts are able to receive tweets from Twitter, but are unable to post updates via IM.
