Yes, the feed does validate in feedvalidator.org, but that's because in order to validate, items don't need to have a publish date. Twitterfeed however needs these dates to be able to tell whether an item in a feed is new, and hasn't been posted before.

I don't know if you have any influence on the creators of this feed, but it looks like the timestamps are there, but are part of the description text, rather than being "real" publish dates in the feeds. If this could be changed, then the feed should work with twitterfeed.
