A comment on the problem "Firefox crashes on exit even in safe mode. No new add-ons (minimal anyway). Windows XP." in Mozilla:
I'll have to pay more attention. I frequently have five or six open tabs when I exit. Would removing and re-installing Flash be a good thing to try? This has only been a nuisance problem, not a disaster, since it is in fact exiting before crashing, and it has always been able to restore the session when it comes back. – Barbara Popek, on April 01, 2009 18:24-

Firefox crashes on exit even in safe mode. No new add-ons (minimal anyway). Windows XP.Firefox started telling me it crashed (and submitting crash reports) about 3 weeks ago when I exit. I tried safe mode, same thing.
