Is the commute 2.0 small enough to count as a "personal item" on a flight, or would you have to designate it your carry on bag?

Can reflector tabs/tails on the commute 2.0 be removed? I can't tell from the photos.

Will a 13" MacBook fit into a small classic messenger?

I know that the laptop insert will apparently fit a 12" or smaller laptop, but I was wondering if a 13" MacBook would even fit into a small classic messenger, without the insert. I am looking for a bag that would fit my laptop if it needed to, and the medium sized bag seems too big for my taste.
