That's the whole concept of Twitter. You post a tweet, it goes out to everyone that's following you. If you're talking about spamming everyone on Twitter, that's not possible. If you're talking about sending mass DM's, that's not possible.
Do you understand the concept of Twitter?

I'm not receiving SMS updates from the people that are not following me. Device updates are turned on for these people and updates appear on web or mobile web just fine. Been happening past couple days or so.
I am on Tmobile, but I don't think that's an issue since it's only the people that do not follow me.

If you're missing them via SMS, then the question was answered. If you're missing them on the web, then the only thing I can think of is the tweets you're missing are @replies to a person you don't follow or you've opted not to receive any @replies. The settings for that are under Settings > Notices.

From your Followers list, you can see who you are following. There's no easy way to tell if some one is following you back from Twitter. There is a 3rd party site that can answer the question one user at a time, but it would be easier to go to their profile page and see if you can DM them, that means they're following you.

Simple answer. Go to TWITTER.COM and login if you are not already. Either hit the reply button next to a sanchez tweet. Or manually type "@RickSanchezcnn" in box right before you type your message. And send. Done.

That would run the risk of it running in a constant loop. Twitter goes to Brightkite, same post goes to Twitter, goes back to Brightkite... There would have to be some sort of filter on both sides to prevent that.
I think they should both merge and takeover the world.
