Allow turning device notifications on and off

My understanding is that Twitter's API allows turning device notifications on and off. I'd like to see an option in Twhirl's interface that allows me to turn my device notifications on and off by using this API.

The Twitter Blacklist (http://twitterblacklist.com/) is a list of known spammers. They have a public API for querying a twitterer's inclusion in the list.
