Hi Natasha, if you were able to upload the file into Finder then it should be ready to download the file from the dataset profile or directly from the search results. I have uploaded the dataset here: http://finder.geocommons.com/overlays... and the KML worked for me in Google earth.
If you make a map in Maker! then you can also download the stylized KML to show the proportional symbols for the dataset. after you've made and saved a map, click the details button in the top right, then download the KML from there.

hi carlos,
we were able to recreate the bugs you were having on our end, and it looks like it was an issue with the original shapefile, although i don't really know what the issue is. we've got some of our developers working on it and will let you know when we get it resolved. it looks like the file only has 17 attributes, which is a manageable amount, we've got some data layers with over 70 attributes.

Eric, Is the dataset set to private?
if so, it will not allow you to map, as of right now, all maps are public on GeoCommons, so if you're data is private it will not allow you to map it, beacause this would make your private data available to others.
if you would like to keep the data private you could upgrade to a GeoIQ appliance.
if you would like to make the data public:
in your dataset profile click the 'edit' button.
next click the allow anyone to see data button located just above the dataset description.
Save.
