It's been a while since I looked into customizing the templates on WordPress.com blogs, but I'm pretty sure you can't upload a whole theme.
However, if you're handy with code, you could upload the component images using the regular "Upload" section of the post writing screen, and customize the CSS code to point to the right locations. It will probably be a lot of work to make the CSS work with the HTML you're given, but I believe it's doable.

I'd agree with alightedme if you had that option (that's what I do when moving from other systems).
However, as far as I know, if it's hosted on Blogspot, there's no way to do 301s... they don't run server-side code that can modify the headers, and there's no FTP or .htaccess option. I wish this wasn't the case, but I'm not aware of any 301 Redirect methods that work without any of the above.

C..mon guys, you are thinking too primitive. In this era of permanent redirects why you are thinking of loosing traffic.. why you even have the visitor wait for 6 seconds. There should be zero waiting period ideally. If you could collect information about all existing URLs of blogger and apply 301 redirect on URL-by-URL basis you will not loose search enegine rankings. I used to work for a SEO company where we applied this technique when we changed the name of a cmpany. For first month, the traffic was down, however from next month it picked up gain. Hope it helps.
PS: You can search on google on how to apply 301 redirects for your specific case. If you are not very comfortable with applying redirects then post a project on Elance.com or getafreelancer.com and you could have all your work done for $100 or less.

Good question. Since WP is completely dynamic, it doesn't really have files that you can just leave but consider secure.
If it was me, I'd probably use HTTrack [ http://www.httrack.com/ ] to create a backup, then put it up in place of the WP files. It's a bit more work than just leaving it, but you'll end up with a nice, relatively secure copy.

There's no way around it: you'll lose some of the traffic and SEO benefits.
However, there are some tricks you can pull to make it less bad... one thing I do when moving a Blogger blog is change the template to automatically forward visitors to a search for the blog post on the new site. The result is that it takes only one more click, so it's not painful for those who followed a link.
That still won't take care of the SEO part, but most of my clients have found that it only takes a month or two to rank as high (or higher) with a new WordPress blog as their old Blogger blog did.

You can also find folks on eLance or Guru if you are doing it on the super-cheap. Just look for those who have good ratings on previous WordPress design projects.
