1. Tools->Options->Media Importer->Watch Folders
2. The same files are only considered duplicates, if they're located in a same folder(same location path).
To detect duplicates across folders, use Exorcist add-on:

A comment on the problem "SB doesn't load ratings from files" in Songbird:
You can rate songs is Songbird and share your library between a different machines.
The only problem, Ratings are not written to the files by default.
To solve this, open about:config and tweak
songbird.metadata.ratings.enableWriting

We will check this crash report ASAP.
Meanwhile, can you try to create a new profile using the Profile Manager(Start->All Programs->Songbird->Songbird(Profile Manager)?
Launch Songbird in that profile and see if it works as expected.
It will not preserve your custom playlists or add-ons installed besides default ones.
You might want to keep your old profile around for a testing purposes.

What platform are you running on?
What Songbird version is that?
Sounds like something bad happened to Songbird profile, so it could be corrupted.
I would recommend to create a new profile using the Profile Manager.
In Windows go to Start->Programs->Songbird->Songbird(Profile Manager).
On Mac or Linux run in a terminal:
./songbird -p
Run through first run wizard and re-scan you media.
Creating a new profile will not save your custom playlists, so you are going to have re-create them again.

Internal data flow error indicates thoser files are not availble at the original location(been moved most likely).
just Delete All and rescan your media to update location.
What Songbird build are you using?
What media core error do you get?
Can you also open Tools-Error Console, Errors tab and see if some related errors are thrown in there upon clicking on a track to play.

Shuffle is a playback in random mode.
To set Shuffle on, click on Shuffle (two arrows) button on a right of the faceplate.
To be able to move the song you don't like to the bottom of the playlist, create New Smart Playlist(File->New Smart Playlist) nad set the rule:
'Rating' - 'is in the range' - 'two stars' - 'five stars' - selected by - 'highest rating'.
You can rate songs in a library by '4-5 stars' in order for them to show up in a smart playlist. When you play files from Smart Playlist and see the song you don't like, click in a Rating field to set it to 'two stars'. It will move the song to the bottom of the list. if you set to 'one star', it will remove the file from playlist.

I don't think that wma playback is supported in Linux.
Import is not supported either:

But .mp3 and ogg files should play without a problem.

Songbird does not provide provide or support deb packages(not just yet!).
Where did you download .deb from?
Songbird is using GStreamer as a media core, so the source you're using could possibly have outdated gst plugins.
What's wrong with using the .tar files for installation?

I would recommend you create a new profile by running
./songbird -p
in a terminal to launch Profile Manager.

I would recommend to create a new profile using the Profile Manager(Start->Programs->Songbird->Songbird(Profile Manager).
Start in a new profile and see if Songbird launches for you.
The new profile would not recreate your custom playlists or add-ons installed in older version.
