There's a bit of a time disconnect, I admit, wherein the question asks for the value as it will be on April 30 ... yet the provider of the data specifically to be used for settlement only gives weekly results, and the latest was April 28. My thinking is that this question should be settled as NO, because the latest available data point (April 28) is the only one that can be considered according to the settlement rules link. And that data point was clearly less than $4.00. Therefore, on April 30, the PRICE LISTED ON THE LINKED SITE was less than $4.00, and voila... the answer resolves to "NO".

The point is, they have not been arrested in direct (geographical) context of the torch - just like Lesley stated:

The torch rally itself has been peaceful. therefor I agree with Lesley.
Where to draw the line, at 100 ft, 1'000ft or even further away? The context which matters here is to be seen geographical, not ideological.

I suppose we can parse this and debate it to death. Personally I don't view it as a peaceful event, but then the wording in the settlement ... I think my head's going to explode. I've got so few H$ in this it shouldn't matter, but then how this is resolved may lead to either a) clearer guidelines for question wording/settlement definition, or b) cause users like me (time-constrained and perhaps a bit lazy) to have to read such things extremely carefully to try and figure out for ourselves where the line is to be drawn when things are somewhat grey. I vote for Void on this one, but I don't vehemently disagree with anyone's arguments presented here either way.
jakob's reply to "Problem Settlement: New Dehli Torch Rally - was it peaceful?" was just promoted to the most useful! Brooks and 2 other people think it's one of the best replies.
Of course the torch relay was not as violent as others before, but i have quite a different perception of a peaceful relay. When several dozens of protesters are being put into custody and all the pictures you see where the people are almost fighting with police it's not peaceful in my opinion.
Just because they did not get closer to the torch, I don't know.
Only because for example G.W. Bush doesn't see violent protesters who are one or two kilometers away it doesn't mean that it was peaceful.

take what i say as u wish..alot of this is computer access i think..it allows u to buy and sell at good prices but here are some things i have done..everyone can have their own system..1-try only placing wagers up to 300 bux at a time (for those who have it)..more than that really tilts the odds but for some reason some questions, especially i find politic ones tilt even more so watch the odds and it allows u to cash out some of ur wagers at good profits or less losses and keep some others if u want.-2-three words i try to hubdub by (not always succesful)..dont be greedy..if u are making a profit ur comfortable with cash out..its not worth making a few hundred dollars to lose everything..cash out and move on-3-this one may be time consuming at first but will save u time in the long run..go through all pages of questions..find ones ur interested in either short or long term and do what i call open a portal which is to put down a low amount just so u have it in ur hubdub so when u go to ur hubdub and it gets closer to closing or u want to do more research u can and it allows u to check the odds to see whats going on with it..once u do that u really only have to check for new questions-4-when i see stuff at like 90 percent or whatever even if it looks sure like brittany spears moving in with klum i could make a small amount but to me placing big money on a person like britanny isnt worth it because she does some far out stuff..id rather put money on something like a corporation or country because that seems like a more intricate process-5-wager on what u like not just the odds because just because u think a market may move big doesnt mean ull b online when it happens so at least if u dont ull have made a wager u wanted..i'll take my 10k now destry..:)..i hope this doesn't help people too much though
