Stick a "report spam" link right next to the "block" link on each user's page, as well as the "your followers" pages.
It'd also be great if such a spam reporting link (as well as the current block user link) displayed the confirmation inline using ajax or something, rather than requiring Another Page Load.

There's a very active discussion on how people would like to report spam on Twitter in this related thread: Twitter asks -- how would you prefer to report spam? You may want to add your sentiments there, if you are so inclined.
You can also Block any account without having to jump through any hoops (not that there are any hoops on the support page, imho).

This guy started following me, too. It's clear that he is a spammer.
And no, I am not going to jump through hoops on your support request page. You guys need to add some "flag this account" functionality to twitter ASAP, or the spam problem is going to get worse, and users will be driven away from Twitter.

Until a more streamlined spam reporting process is in place, Twitter receives spam reports through their support request page at http://twitter.com/help
Just select 'spam request' as the support type to make sure it gets the attention it deserves.
