It was doing this for me too, but I realised the organisation process hadn't finished with 100% success in the past and it was therefore re-trying.
If it gets to the end and you get a message saying that it couldn't organise certain files (e.g. files that are missing on your hard disk), try using "The Exorcist" (Songbird Add-on) to track down those missing files and remove them from your library.
Then re-start Songbird and it should start to organise your files and complete without any issues. Then re-start again, and it shouldn't start the organisation process this time.

Resuming downloads doesn't workIf I'm downloading a podcast or other music track via Songbird, I can pause the download. But when I restart it again, it doesn't resume but just jumps to "Complete" (when it really isn't - the audio is truncated).

I've just created a little hack which may help.
The two main problems I've encountered are that some RSS feeds just won't work at all (e.g. National Public Radio in the US), plus Songbird will try to download every episode in a feed, rather than just the most recent one.
