Help me better understand your problem and I'll try to help. Are you talking about using the Outlook 2007 Preview Window for attachments, or opening an attachment by double clicking on it? Can you open these files if you save them to your hard drve first? Do the attachments have icons that look right for the type of document you're trying to open? Also knowing which version of which operating system you're using would be helpful.
If the problem is that you can't open the file, or it opens with the wrong program, you can right-click on it and select "open with" to bring up a file association dialog. You can specify which program to use and check the box that says "use this as the default program".

You can now purchase Vista with Service Pack 1 from a retail outlet, but since you already have Vista installed on your laptop your best bet would be to download and install SP1. SP1 addressed a number of common customer issues - you can see the FAQ at http://support.microsoft.com/kb/959064
Just out of curiosity, what parts of your OS are unusable? I've been running Vista since before it was released and haven't had any major issues since RTM. Perhaps we can help address the individual problems if you would please list them here?

Once you get booted into safe mode, there are a couple of things you can try. Try running a virus scan and and spyware scan to eliminate any of the bigger problems. You can also run the Sysinternals Autoruns tool to tweak which programs get loaded on startup to see if you can eliminate the one that's causing the error (http://technet.microsoft.com/en-us/sy...). Lastly, you can enter System Restore mode and choose "Last Known Good Configuration" to see if that takes you back to where your system was working.
