A comment on the idea "Dealing with "Xmarks is already processing an action" errors" in Xmarks:
I've got a fix ready to go that should fix this. In the mean time you should be able to fix it by restarting Chrome, immediately going to the advanced Xmarks settings tab and manually starting a download. After the download syncing should work correctly. – Colin, on November 20, 2009 23:52

Sorry about that! Xmarks is intended to be set up with one of our extensions, not directly on my.xmarks.com. Obviously we should allow people to do this, it sounds like you found a bug in my.xmarks.com for users without any bookmarks. I'll file a bug for it, but if you start by uploading your bookmarks with one of our extensions you should be able to add and modify bookmarks on my.xmarks.com without any issues.

I'm not sure exactly how FrontMotion Firefox works, but the only reason that the setup wizard should pop up is if it thinks Xmarks has never been run before. This would happen if something was deleting all of the custom variables set in about:config. If FrontMotion or some other extension is continually cleaning out that data it would cause Xmarks to think it's time to start all over again.
A comment on the question "XmarksException [source: internal, id: -50]" in Xmarks:
You're able to reproduce this by starting fresh with a Download, followed by a Sync? If so, I can try to reproduce this on my machine too. If you want to do that, send an email to support@xmarks.com with your username and a link to this thread (and include my name so it gets directed to me). The problem you're running into is when Xmarks attempts to process your IE Favorites. Unfortunately reinstalling Xmarks doesn't change anything because after you reinstall it's still trying to access the same set of Favorites that were causing it issues before. If you send an email to support@xmarks.com with your username (and include my name too) I can try to reproduce the problem on my machine. – Colin, on November 17, 2009 21:15

Are you trying to install Xmarks for IE or Xmarks for Firefox? the *.xpi file is the Xmark for Firefox installer, you can get the Xmarks for IE installer from here: http://download.xmarks.com/download/ie
