Sure! You can dress up as anything you like, as long as it's G to PG rated. No working firearms and all toy firearms must have orange safety caps on them.
Keep in mind, if you are planning on entering the cosplay contest, your chances of winning/placing are much higher if you are able to dress up as an anime or game character.
