Hi Earl,
When Dial is used, Twilio continues to charge $0.03/minute for the duration of the connected call (but does not charge an additional $0.03/minute for the addition of the second leg). It sounds like what you are looking for is the ability to entirely transfer the call to another carrier, and that is not a feature we currently offer.

Yes, this behavior is as intended. When Called hangs up Caller (you Twilio app/number) may still be active, and a CallStatus of 2 (Completed) or higher will not be reported until both parties to the call are disconnected.

Hey there, it sounds like what you want to do requires the Twilio API to notify your web service in realtime when you receive an inbound call. While this is not something we currently offer in the API, you could achieve it through polling or a comet implementation similar to what one Twilio contest winner did.

In general, this use case is something we look forward to supporting with Twilio - the idea that you could route a call with the click of a button on a web app in entirely do-able. We're also considering building tools to make development of this kind of functionality even simpler, and we'll keep you posted.
