Since Twitter has disabled this feature, we started offering user search. You can already find quite a few people in there though you yourself may not show up. We search by location, bio, and beginnings of usernames simultaneously. http://tweetscan.com/usersearch.php

We could do this and a lot of other stuff if we had a feed of public messages to index. For example RSS and JSON are currently available for Twitter and identi.ca, and just Email Alerts for Twitter.
