I went to the website in this post and saw that synaptics recommends going to your manufacturers website and download the drivers for your hardware. I have a dell D830 so I went to Dell.com and downloaded the driver that Dell recommended. After installed, I restarted and the scroll featuer worked. So, go to your manufacturers website and try downloading their driver. The Synaptic driver above did not work for me.
