It will be on the battery itself. Remove the battery from the system in order to check the gauge.

I would suggest reinstalling the chipset driver and notebook system software, first. Then reinstall the drivers for your graphics card.

It sounds as if you may be at the end of it's life.
To check the battery charge, press and release the status button on the battery charge gauge to illuminate the charge level lights. Each light represents approximately 20 percent of the total battery charge. For example, if four of the lights are on, the battery has 80 percent of its charge remaining. If no lights appear, the battery has no charge.

If you have issues with your Dell laptop, contact support for repair. Repair and/or replacement parts will be provided to resolve any issue you are seeing.
If your issue is one in which it has been determined an exchange is necessary, a replacement system will be provided of like or better hardware, depending on stock on hand.

Try reinstalling the Dell Webcam Manager software first.
Go to Support.Dell.Com:

Click on Drivers and Downloads, enter your service tag for a list of software for your computer. Download and reinstall the Creative Labs - Dell Webcam Manager.

Before you restore, make sure you have backed up any important files from your computer. Once the system restore is complete, all prior data on the system will no longer be available.
Once you are ready, refer to the following link for instructions.
