Reboot and press F2 to go into the System Setup. Go to Power Management options and make sure all are set to S3 STR, Disabled, Off, and 0. Save the changes and boot into windows.
* Open the Device Manager (Press the Windows key and the Pause-Break key, Click the Hardware tab and the Device Manager button)
* Open Network Adapters
* Right click each one, one at a time
* Go to Properties
* If you see a Power Management tab, click it
* Remove all checks
* Click OK
* Close the Device Manager
* Restart the PC

That is the only option. Have you benchmarked that card in the XPS 630? In my testing, the 8800s and 9800s on the XPS 630 score just as well as other PCs that have 16 PCI Express lanes. I do not believe those video cards even use 8 PCI Express lanes. The only video card I have tested that is hampered by the XPS 630 is the GTX 280.

The XPS 630 only has the one motherboard. You would have to return the XPS 630 and purchase the XPS 420 or XPS 730 to get 16 PCI Express lanes per PCI Express x16 slot. By the way, we did post in the Owner's Manual that the slots only used 8 PCI Express lanes:

Did you ask for the refund inside the initial 21 days from the invoice date? if not, we cannot do a refund. Outside of 21 days, your warranty would cover any hardware that needed to be replaced.
