I send txt messages all the time (and receive them) to other networks, within at&t, to other services (e.g. twitter, blogger, etc.) I am a post paid customer (monthly billing). Sorry I didn't have these details in the initial post. It kind of boggles me. Since I did notices another forum thread on here from 2007... with at&t if I recall correctly... could your SMSs being getting caught in their SMS gateway and routed as spam?
