No add-ins show up. The way we fixed this problem as a temporary measure was to un-register the Vipre DLL for Outlook.

The command is: regsvr32 -u "C:\program files\sunbelt software\sbeagent\sbamoutlook.dll"

We are using Vipre Enterprise, so this may not apply to consumer Vipre, I don't know.

I am using an Eval version of Vipre Enterprise. I have seen the same symptoms. These are exhibited on our Citrix server (Windows Server 2003) and on my workstation (Windows XP SP3).

To test, I uninstalled the Sunbelt Enterprise Agent from my workstation and tried again, and Outlook shuts down properly.

To re-state the problem:

If you do not have Outlook open (btw, we use Outlook 2003 SP3 with all updates), and
1.right click on a file on your desktop, and choose "Send to... Mail Recipient" , Outlook brings up the email ready to send. Task Manager shows that Outlook.exe is running
2. if you either send the email to somone, or go to File ... Close , the email windows shuts down, however Outlook.exe still show up as a running process
3. try to right click on another file and do "Send To... Mail Recipient", and Outlook pops up a window saying "The Operation failed"

Uninstalling the agent completely fixes the issue. I also tried disabling the Email Protection from the Enterprise Admin console, but that did not fix. Re-installing the agent makes the issue come back.

I do not have any Outlook add-ins installed.
