ok the problem is that no matter how bad the service they are offering you is... there's not one to raise your complains to... even if you have found this person by mistake he will never even care about you complaining
the only thing that might help is having a competitor company that is offering the same service which might start in 2 or 3 years
other than that you just need to find yourself an alternative (WiMAX for example)
