ds's dashboard

I am creating the simple weather project as detailed on page 44. The only difference (besides the names) between this command and the one on page 26 is the version property. If so how does the pom.xml on page 45 also have a build element while the pom.xml on page 28-9 did not? In addition when I run the example on page 44 I do not get the build element at all in my pom.xml? Please explain. Thanks!
