The APIs are definitely coming, but unfortunately I can't give you a specific time frame. You're stuck with the ugly hacks for now, but on the flip side, it's really impressive what people have been building anyway.
I'm collecting names for a mailing list about the Spotify platform that we'll launch once we're ready to talk about specifics. If you want to be on it, please send an email to ehn+platform@spotify.com about it!

Account sharing like in iTunes doesn't really fit the Spotify model. You can share (and collaborate on) playlists by sharing the URI, and there is less of a need for account sharing when everyone has access to the same music library.
OAuth make a lot of sense for authentication for web services, where we're considering it. It's mostly a question of timing and priorities. I'd love to learn more about how to use OAuth in a desktop application, too, and I'd be happy to have a chat with you offline about that.

XSPF import is coming, though initially only through the client application. We have some really cool things up our sleeves when it comes to integration with other web apps, but we're not quite ready to go public with that.
As for creating and manipulating playlists through a web service, we need some way to support authentication over the web first. Several options are available, but we haven't made all decisions about that, and we don't have the infrastructure in place. We see the need, though.
