It's my own wiki, but I was editing it through an Editor user I had set up, and not the Administrator user. When I logged in as the Administrator user, the "Create a Folder" link was indeed there in the Folders section -- thanks for your help!
Although that does bring to mind the question of why an Editor can create a new folder for the current page and put the current page into it, but not create a new folder outright.
Nonetheless, my question is answered. Thanks again! -

In the Folders section of the right bar, all I see is the one test folder I created; there is no "Create a Folder" link in that section. -
