if someone blocked/removed you, does a "resend contact request" even come through to them?

I have a bit of weird thing though.
A contact of mine has something going on where he blocks me from seeing his details and if his status on and offline, it even says so that he's not sharing contactdetails with me, but my messages do come through to him and he can actually chat with me.

A while ago he actually did have me on block and sent messages went : "message not delivered yet" but now they show up as delivered again. So i guess when you're really blocked you see the message not delivered with the circling arrow?
