Are you entering a serial number at installation time?

The language choice is forced to match the serial number. This is because purchases are language specific. So if you bought the Francais Canadienne version then that's what you'll have to install.

Installing in trial mode (that is, without a serial number) will enable the drop down so that you can choose any language on the DVD (or ESD.) However, this is only in trial mode and the software will stop working after the trial period of 30 days has expired.

Joel, Version Cue comes as part of Creative Suite 3. If you bought any of the following products you also get Version Cue with it:

Adobe Creative Suite (any suite)
Adobe Illustrator CS3
Adobe Flash CS3
Adobe Photoshop CS3
Adobe InDesign CS3
Adobe InCopy CS3

So you may indeed have Version Cue on your system.

The Adobe Update Manager should only try to update components that are actually installed on the system.
