It's definitely a valid request, however that means you're going to inconvenience EVERY user on Twitter EACH time they try to follow someone. That's a ton of collective hassle. Instead, a better approach might be a more-one time inconvenience, such as verifying an account. Alternatively, dong something to limit the number of people that can be followed in a given time period — like one minute.-

Evan asked a question in Twitter on October 06, 2009 19:04:
Can you embed a List (new beta feature) in a widget?I set a list of alums from my college newspaper, using Twitter's new Lists feature, which is in beta. I'd really like to embed a widget that will display recent tweets from anyone on the list. Does anyone know if that's possible?
I know I can embed a widget that will display tweets from a particular search, or from my profile. Is there any way to do that for a list?
A comment on the question "What happened to HTML in broadcasts and welcome messages?" in Ning:
One more thing to note: The reason for the slip is that we actually prioritized items 3-5 from that blog post over no. 2. We'll continue to balance keeping Ning Creators in the loop about our priorities against a need to shuffle around features and improvements as best we can. I encourage you to take our estimates as just that, estimates of when a new feature will be released. Though we'll definitely do our best to stick to them. – Evan, on September 29, 2009 23:26

Unfortunately, spam is a problem on Twitter.
Are they sending @ replies at you, or requesting to follow you? My suggestion would just be to ignore those spammers, or block them if you really care. If you ignore them, they won't do much harm. You can also send a tweet to @spam flagging the spammers — Twitter usually deletes the accounts before too long.

Whoa, that's super weird. I suggest going to http://twitter.com/devices and clicking the "Delete and start over" button.

There's no option to start receiving SMS updates for your own tweets, so I'm not sure how that could have happened.

Seems like something you should contact Twitter about, instead of posting here. You can drop them a line here:

According to California law on section 1950.5. (section C) on http://law.justia.com/california/code... :
(c) A landlord may not demand or receive security, however
denominated, in an amount or value in excess of an amount equal to
two months' rent, in the case of unfurnished residential property,
and an amount equal to three months' rent, in the case of furnished
residential property, in addition to any rent for the first month
paid on or before initial occupancy.
