HelpdeskOnTwitter ( http://helpdeskontwitter.com ) has this feature. It groups individual tweets into conversations, just like the way gmail handles emails.

Sorry, it is a young open spurce project and there is no document. All source code is at http://github.com/feedbackmine/sentim.... Sentimenhub is implemented with Ruby On Rails and uses libsvm for sentiment analysis.
