I'm not sure what other users are experiencing. In my experience, when I cash out at least one day after a wager, my cash out adds to the activity - when I cash out on the same day they cancel each other out.
I've never considered this a bug. The same day cancel setting prevent users from artificially inflating activity. If a user wants to inflate activity, they have to leave their H$ in the question and wait for the next day to cash out, during which time their H$ is at risk and voluntarily unavailable.
It doesn't bother me that the activity totals include cash outs. Activity is the flow of H$ in and out of a market. When breaking news changes the odds of a market the increased activity moves it higher up the most active markets page.
This is extremely useful and helpful. It's saved me H$ several times. A great case in point was the Hillary markets. When Obama was announced the presumed nominee by several news outlets the Hillary markets skyrocketed in activity and alerted me to do some more research on the matter. It didn't matter to me whether the activity/odds changes were due to wagers or cash outs... what did matter to me was the sudden and seriously volatile movements.
So, although I commented on this matter in the question NewsWrangler referenced above, I was and am not complaining. I believe that activity totals should reflect cash outs, so long as the 'wait-a-day' functionality remains in place to hinder artificial activity.

Every time the counter reaches 1 Million, Guinness starts it over again. I've observed it hit the 1,000,000 mark twice now but there's only room for 6 digits. My guess is that Guinness does this to keep people signing on past the first million. They will probably have 10 million or more to submit to Congress.
