As simple as the title says: can't you create a setting that simply makes all playlist dowloaded for offline use by default, rather than needing to re-select them one by one?

I would like to choose which playlists I want to make available offline on my iPhone from the Windows/Mac client, that is much more convenient to use!

When I am done, I simply start the iPhone Spotify client and tell it to download everything that has been selected for offline use, rather than going through the list again.
