At the moment, only the administrator of the network can Mass Message all members, and make changes to the customisation of the network (custom ads etc). If you're looking to get someone else on board with administrative maintenance of the site, then i'd suggest using a password that you both know.
Remember - Moderators can send 'global' bulletins to all members on the network.

Do you mean an embeddable advert for your network that you can place on other blogs? Or a widget on your network that allows you to promote all your other blogs?
Either way - this can be done by creating a graphic for whatever youre trying to promote, and then adding the image and link code into the area where you want it to be advertised.

We will always endeavour to contact all affected network owners by E-mail if an outage situation occurs. Thanks for the SMS idea aswell, I can see how that would be useful for those not online.
Of course, network outages are very rare and we will always do what we can to ensure these alerts aren't needed!

Thanks for the suggestion. The 'message all members' tool is really just for message you wish to send out and doesn't really serve a 'newsletter purpose'. Perhaps you might consider setting up a custom newsletter for you network? You could use a service such as www.mailchimp.com and export your member emails from the admin centre to generate the list!
