Hi Colin,
After getting the 403 error I decided to do some investigation on the error. turns out it points to a network error. The dual-boot machine giving the error is behind an IPCop firewall and as it browses and and communicates well otherwise, I decided to try something. I added the box IP as fully allowed but then decided to only allow port 403 as an allowed port on the Advanced Proxy addon. Only doing the port didn't work I had to allow the the IP. Xmarks for IE 1.1.3 worked without an issue and managed to synchronize the bookmarks and Favourites.
For me this is PROBLEM SOLVED.
silly I’m Happy I got it working but did it have to be something on my own network that was broken :)

Albie, Sorry, wht you are reporting is another issue. This report is about the synchronization failing on IE, whilst it works on Linux and even Windows using Firefox.
Please raise another problem report so as to get mazimum exposure for your problem as opposed to being added into an existing issue.
Thanks

I set the encryption to no encryption, signed out, and signed back in again, checked encryption and tried to sync but there was still an error. Error read:
XmarksException during sync attempt: xmarks exception [source: network, id: 403] 403 error from server.
Having a look at the help suggested that it might be my firewall but then why does Xmarks on firefox under Linux behind the same firewall work flawlessly?

Xmarks for IE fails yet Firefox addon works?I have a Win XP machine behind an IPCop 1.4.21 firewall that I use both Firefox and IE installed. Latest Xmarks for Internet Explorer is installed as well as as an addon to Firefox. Firefox synchronisation works fine, Xmarks for IE complains of error during sync :(

Nate,
The ability to sort bookmarks in the XMarks web interface is still lacking from what I have experienced.
I realise that the bookmarks can be sorted in Firefox but as an online bookmark manager, that a variety of browsers can use, the ability to sort the bookmarks via the web interface by right clicking on a folder is lacking.
Hylton marked one of Nate's replies in Xmarks as useful. Nate replied to the problem "The Bookmark Manager is no longer in sync with the server error".
Hylton shared an idea in Xmarks on June 22, 2009 08:19:
StumbleUpon integration? How about integrating with another 'bookmark' engine called Stumble Upon so that adding into Stumble Upon allows folder selection in XMarks
Hylton reported a problem in Xmarks on June 21, 2009 15:16:
The Bookmark Manager is no longer in sync with the server errorWhile editing my bookmarks via the web interface I get the below message:
"The Bookmark Manager is no longer in sync with the server. This usually results from another synchronizer having synchronized recently.
To continue editing your bookmarks, please reload this page."
I realise that my local bookmarks are out of sync so what's the problem?
There is no reload on the page and I have to sign out and sign in again until it happens again in about 10 minutes.
Most ANNOYING
