Settings.xml properties don't activate profiles.
I don't belive activation of a profile via settings property currently works as discussed in 11.7.1. Common Environments.

XML tags incorrect in Example 11.9 (activating profiles)
I think the declaration of <activebydefault> in Example 11.9 needs to be surrounded by <activation> tags.</activation></activebydefault>
