Thanks for the response. Perhaps then follow + username is the approach I should take. Read in twits FAQ page that: "If you tell a friend to send follow + your username to twitter and they don't have an account, Twitter will walk them through mobile sign up. Your friend can later go to the web and complete the sign up if they'd like, but they don't have to."
Just curious why twitter doesn't apply the same functionality to @replies?

What I'm trying to do: poster/postcard questions that cull responses from the public via twitter.
