Jenn (Crazy Bliss)'s dashboard

my business name is crazy bliss and has been since 2004. someone else has used that name on twitter, but has not posted anything since may 14, 2007. since that account is dormant, can it be deleted and my username (iamcrazybliss) be changed to simply "crazy bliss" as per my business?
