Probably to those who purchased. And you could really approach it a few ways. One, you could send a unique download link with their order confirmation, or you could give their account access to it after purchase.
It would also be cool to offer the PDF for sale by itself. But that would probably be a lot of extra effort and I'm not sure how much it'd pay off for you. :)
It would be nice to just have a little dropdown box that said: "Do not offer PDF to buyers, Offer PDF as free download with purchase, or Sell PDF for markup price" or something like that. -

PDF downloads for those who buy a printI really think it'd be a great idea to let publishers offer their PDFs along with their printed issues. I have had about 20 requests for that just today, and I don't see how it'd be a terrible nightmare to implement (I'd hope at least! :)).
