Go "Home" and the box in the top where it says "What are you doing?", use it to respond to them. Start it off with "@username" and let your message directly follow it. Example: @jerlenek - Hey, what's up?

Yes. You can go to any URL shortener and shorten them. The most common ones are TinyUrl.com and Bit.ly
If they're really long, Twitter usually shortens them automatically when you tweet it.

You can't, you didn't write them. It's somebody else's tweet so the only way they delete is if the tweeter deletes them.

Make a full designed page with PhotoShop, Paint, Paint.Net, etc. then go to Settings then Design and upload it.

You posted your own? Unless a bunch of other people are tweeting the same word[s] it won't show up immediately. Those are for popular phrases tweeters are using.
