Exactly the Christadelphian point according to a friend of mine. That is why I used several translations for some use calamity or disaster rather than evil. If by "evil" you mean sexual immorality, theft, murder, adultery,
coveting, wickedness, deceit, sensuality, envy, slander, and pride this does not come from God but comes out of the heart of man, according to Jesus. I trust Jesus.

That is 3 English translations that say God creates what we may call evil. And this is not just in Isaiah. Try The Lamentations of Jeremiah and the Book of Amos:

Amos 3:6 Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the LORD hath not done it?
(ESV)
Amos 3:6 Is a trumpet blown in a city, and the people are not afraid? Does disaster come to a city, unless the LORD has done it?

You may also consider Job and note that "Satan" is given his power by God and in the end what may have seemed like evil is a blessing for what Job and his friends learn. (Heb 12:11 For the moment all discipline seems painful rather than pleasant, but later it yields the peaceful fruit of righteousness to those who have been trained by it.)
But where does real evil come from? Evil in the sense of against the ways of God? Jesus says in MarK 7:21-23 "For from within, out of the heart of man, come evil thoughts, sexual immorality, theft, murder, adultery,
coveting, wickedness, deceit, sensuality, envy, slander, pride, foolishness.
All these evil things come from within, and they defile a person."
The true "evil" in this world comes from within the heart of man. The evil in this world is our fault, thus part of the reason we need to repent when we seek to come to God.
God is the source of all that is good and he disciplines those who seek him and love him.
