I experienced a similar error because I installed Rubygems using MacPorts until I realized I needed to install RubyCocoa using MacPorts as well in order for the xrefresh-server gem (under Macports) to find the RubyCocoa framework files. So do this:

sudo port install rb-cocoa

Why not just skip Balsamiq and the conversion stage altogether and just prototype with basic html, css, and javascript. What's the point of all this extra technology applied to something so simple?
