A comment on the problem "I can't get my verizon phone to call 40404" in Twitter:
your phone might be sending it to an account accidentally started by your phone. try putting your phone number here:
http://twitter.com/account/complete
If your phone is active and verified, it will show up there. If it's not, it'll say "Oh snap! We can't find you" – crystal, on July 26, 2008 00:07

In case you haven't seen this yet, there's a phone troubleshooting page in Twitter's FAQ.
Perhaps something in there will be helpful.

You don't need to have your phone device set to ON for you to post updates via sms. And some of the people I follow use BlackBerrys so I suspect that's not the problem.
Perhaps the post in this related thread can help.
You might also find the Twitterberry Mobile client worth a look. It works over the data network, so it doesn't need sms.

K8 asked a question in Twitter on May 11, 2008 12:19:
Posting from my phone isn't working which is leading to my tears.I think I activated my phone because I got the auto reply messages from Twitter, and I was able to send the "off message, but I can't post from my phone. Do I need to turn send the "on" message in order to post? That doesn't really make sense, but I'm happy to try. Is it because my phone is a BlackBerry?
