use your phone to send 'ON' to Twitter and see what happens. If your phone is properly set up, you should get an sms response saying that 'notifications are now on' (and hopefully that will be enough to fix it).

I get this error when testing twitter API :
Rate limit exceeded. Clients may not make more than 30 requests per hour.
Should it be 70 requests per hour? it broke my application :(
