In HootSuite 2.0, you can created tabs with columns. You are able to create a 'pending' column, and a 'sent' column to organize your Twitter stream.

Thanks for your questions. Scheduled tweets were not sent when Twitter was down. We could not connect to Twitter and therefore no tweets could be sent. We're working on getting HootSuite back up and running. HootSuite uses the same API as TD, but HootSuite is a web app and the issue is related to the extensive use of Twitter's API through a centralized IP. Visit http://status.twitter.com for details.
