Original poster here - I don't know what y'all did to fix it, but it appears to be working just fine now. I've just gone through and set all my friends to "Device Updates ON". I'll just have to wait and see if I get a text message the next time someone updates. *fingers crossed*-

* My phone number has been verified and I can tweet from my phone
* On my home page under Device Updates, I've selected the radio button next to "phone"
* Under Settings -> Device Updates, I have Device Updates set to "on"
* I have texted "on" to 40404 and received a confirmation that updates are on
When I go to my friends' pages, however, and look under their name, "Following" is checked but it says "- Device updates OFF". I clicked that to bring up the menu to change it, but the radio button is set to OFF, both radio buttons are grayed out so that I cannot select ON, and it says: "Receive jpkeith's updates via SMS or IM (activate)." With a link to activate, which brings me back to Settings -> Device, where my phone number is listed and Device Updates are turned ON. The box next to Sleep is not checked.
I've even tried "Delete and start over?" and re-activated my phone but that did not help.
I've done as much troubleshooting as I can think of. The issue appears to be that although my device updates are on, they are turned off individually for each friend. Why am I unable to turn device updates on for my friends? -
